The government is seen by many as showing lack of consistency on improving the level of education for disadvantaged people. The ground for this can be observed on the minimum budgeting prepared for low-income students attached in the 2011 Revised State Budget.Coordinator of the Association of Women Entrepreneurs of Small-sized Enterprises (ASPPUK), M Firdaus, said that total budget for the Ministry of National Education was at Rp 63,577,252,938,000 in which 20 percent of it is not followed by effective budgeting policies.
"This will excite fear toward future inaccuracy of budgeting as well as budget allocation. Based on the auditing carried out by the Supreme Audit Agency in the first half of 2009, 24 cases of disregard over regulations worth Rp 2.2 trillion," said Firdaus in Jakarta yesterday, Oct 17.
Based on the data, Firdaus said the Ministry of National Education has not disbursed fund to disadvantaged students as equally as it is to those undergoing studies at international schools.
"Despite giving more fund to poor students, they subsidize elementary and junior high students of well-off families," he said.
According to Firdaus, it is apparent through the facilitation of national and international elementary schools valuing Rp 122,328,880,000 and international junior high schools at Rp 233,595,850,000.
"The budget prepared for the scholarship of those studying at disadvantage elementary schools is Rp 988,895,576,000 for 2,716,220 students," said Firdaus.
"Although the targeted budgeting of 20 percent has been achieved, the design for the implementation of free elementary schooling is yet to appear on the budget," he said.
