DI Yogyakarta with Its "Prime Governor"

Law and Human Rights Minister Patrialis Akbar said in the bill on Yogyakarta’s special status, the province will have a "prime governor" and "prime vice-governor" whose decisions would be executed by a governor and vice-governor.

"According to the bill, the governor and vice-governor will always have to seek the opinion of the prime governor on important matters ," Patrialis told newsmen at the parliament here Tuesday.

He was explaining the bill’s provisions on the positions of Yogyakarta governor and vice-governor which had so far been automatically assumed by the Sultan of Yogyakarta and the Paku Alam.

The minister was commenting on the much debated issue on the position of the sultan of Yogyakarta who has been the region’s governor under an historical accord since the birth of the nation in 1945 as stipulated in a law. The government was to submit to the House of Representatives a bill to renew the special status of Yogyakarta to replace the old law.

The debate arose after a statement by President Susilo Bambang Yudhoyono at a cabinet meeting earlier this month in which he said that the next governor of Yogyakarta would be elected. His statement caused storm of protest among the people of Yogyakarta.

"There is no place for a monarchy which contradicts our Constitution or democratic values," the president said, adding that the nation "needs to find a system that represents all considerations, including the special status of Yogyakarta and the implementation of democratic values."

Patrialis said the term "special" to chracterize Yogyakrarta’s administative status would mean that it would have a "prime governor" and "prime vice-governor" whose postions would be higher than the elected governor and vice-governor as the latter would always have consult the former on important matters.

He added that the information received by many elements in public had not been clear on how the central government would interpret the special nature of Yogyakarta’s status. The news reports the public had given credence tended to be provocative and cornered the government.

The minister said Yoyakarta’s special status would be based on based on a system that was comprehensive, strong and solid and appreciative of the Sultan and the Paku Alam.

Patrialis said the House of Representatives had not read the bill in its entirety and deeply so that there was still minimum support for it. "It should be made known that this is the highest form of appreciation from the government for the special status of Yogyakarta," he said.

The most important thing was that Yogyakarta’s special status with its the Sultan and the Paku Alam as the highest leaders would not be against the Constitution. The Sultan will only give consent, not consideration.

"But, if the Sultan will run for the governorship and is elected, then that would even be betterr," the minister said, adding that thereby the authority of "Prime Governor" would be higher.
